De-coupling activities that should be handled by other agencies? Sure, I'm fine with that. Ending the war on drugs? Absolutely. Eliminating SWAT? Not so much. As long as gangs and other organized criminals have automatic weapons - which they do as they purchase them from illegal arms dealers - then specific sections of the police with specialized training need them as well. But military grade weapons should only be issued to special teams, not every beat cop.
Never waste a good crisis is an indictment when groups are using the crisis to drive an agenda that would have no chance in hell under ordinary circumstances.
Finally on traffic stops. Most cops will tell you that's one of the scariest parts of the job. You never know when someone in the car has a weapon, especially with tinted glass at night. You couldn't pay me enough to approach a pulled-over car as an unarmed civilian.
