Resources should be focussed on two things:
A very broad testing effort. They need to make up for the crucial weeks lost to the CDCs attempt at its own test, and make free tests widely available. Drive by testing centers should be set up, like in Korea.
Second, they need to massively increase social distancing. Locking down the country now will be painful, but it will significantly impact the spread of the disease. To go with this, there must be a paid sick leave policy to encourage people to not attempt to head to work where they will either catch the disease or infect others.
Containment is meaningless now. Mitigation is all we can do.
