That is what you gain with a top down mindset vs bottom up. Think about how to encourage collaboration, what is its virtues, and what is the vices that stop it.
But this is the tail wagging the dog. Some book-keeper says you can save X money by having smaller rental space, and thus you try to create marketing speech to justify saving a few pennies. And sometimes you do save a few pennies, and sometimes you are in the end wasting money for less work gets done, or health care costs go up due to increased stress, or lower retention rates, and Yadda, Yadda, Yadda you were just being a stupid boss listening to idiots.
I'm skeptical of the idea that senior leadership is unaware that the bloom is off the rose on open work spaces. There have been too many studies in the last 2 or 3 years trumpeting the failures. In our case it will save them a lot of money. That's all that matters.
