This is not the language of Chelsea; it's the language of prison bitches. It's about forced (as opposed to consensual) humiliation and displays of power.
Exactly. The connotation is that Trump is either prostituting himself, or is, in fact, Putin's bitch. Both connote a coercive power imbalance, and represent a pretty toxic view.
