Cold is me shivering .
By contrast it being "it's cold out" means I have to wear 3 layers or more not to be cold (a normal shirt is a layer, a winter jacket a layer). It's cold out is 3 layers or more. I loathe being cold, but I also loathe dressing in layers, and once 3 layers has happened there is no way for me to be not miserable only less miserable.
There are degrees of cold, just like there are different amount of layers.
Furthermore I hail from a land where it was common to have 40 to 70 mph winds during the winters of 20 degree F in non snowstorm / coldfront conditions (Kansas, the American Grassland, Aerocontrols also used to live here).
The wind is also part of the cold, being cold is not a specific number on a thermometer.
