The problem may be in the twisted pair but likely inside your house. If there is excess wire or to many splits the signal inside your house will be degraded. If it is being running into RG69 (cable TV wire) and you have a multiple splitters that can cause excessive signal loss. Go in your attic and look to see if you have a splitter with multiple connections. If so buy a dual splitter and put it before the multiport splitter and have your modem come off one leg then connect the other to input of the multiport split. That will increase the signal strength to your modem. I don't have Uverse so not sure exactly how they set it up inside the house.
