The silver lining is that experiences with Katrina, Gustav, and the 2016 Baton Rouge floods have gotten volunteer groups familiar with flood rescue. It sounds like those Texas and Louisiana boaters have helped. I'm astonished the death toll is as low as it appears to be. Fingers crossed. Rebuilding a city of half a million was hard. This is going to be a long road.
