You are right China is growing like crazy but ignore all the other noise and answer this one simple question. If you increase the cost of energy in the west and don't have the same cost increases in east are you really decreasing the carbon output or just moving the industrial capacity to the area with less pollution controls? If the EU is not interested in moving in trying to limit the movement of industry to the east they need to learn to speak Mandarin and bow when the addressing their new masters.
The idea that we should cripple our economy in some pointless feel good measure while we loose more and more industrial capacity to the east is borderline insane and any politician pushing these measures needs to be removed from office. That is all the Paris accords was ever going to accomplish. If you really want to fix the carbon issue and not just make warm fuzzy white guilt gestures then you need to get countries to agree not a total carbon out limit but a carbon ton per kilowatt goal and you need to throw out childish ideals look being fair to developing nations. If being fair is more important than reducing carbon then carbon doesn't matter and plans that just shift carbon output are worse than no plan at all.
