why pay testers when you can get the community to do it for you?
I don't really think this is accurate, though. Or at least that's not the specific goal. Publishers pressure developers to get their games out as soon as possible, so that they can quickly make money and move the devs on to the next game. It's not specifically that they don't want to pay testers, though. It's not like the devs have all the time and resources they need for creating code, art assets, and so on. It's just the unfortunate result of an across-the-board time crunch.
