FRAPS itself can lower framerates. If you have a keyboard w/ an LCD display, there are apps.

I use MSI Afterburner, myself, but there are alternatives. It displays how much memory the game uses, my GPU clockspeed, etc, along with FPS, all in the LCD display.
The sword might be grateful to the forge fire, but never fond of it.
So I'm playing this game called The Witcher 2...
