The level scaling is silly, but it's not a game-killing problem, and something that becomes only a really notable issue when you hit high levels (when bandits and goblins wearing glass armour and magical weapons start showing up around Level 17-20 or so).

The UI is problematic, but frankly nowhere near as screwed up as SKYRIM's is. SKYRIM's menu system is not really user-intuitive, although they've improved it a little with the patches. OBLIVION's biggest UI problem is font size, you need one of the mods to fix it otherwise it feels like you're reading a large-print book for the visually impaired.

Character faces and animation are inferior to SKYRIM, but that should be expected. The biggest issue in this area, and one I don't think has ever been satisfactorily modded, is that there are only about 5 male and 5 female voice actors in the entire game, and they voice both major NPCs and randomly-encountered peasants in the streets. This can be seriously immersion-breaking when Brother Jauffre, a major NPC with a very distinctive voice, has the same voice as the bartender in your favourite pub and also one of his regular customers, at which point things take on a farcical tone.

The main storyline is also a bit crap. I strongly advise not starting it (by travelling to see Brother Jauffre) because when you do, Oblivion Gates will start opening up all over the landmass and constantly interrupt your journeys with imp and minor demon attacks. They're like the dragon attacks in SKYRIM but much more annoying and far more frequent. Either do the main storyline in one focused burst (during which you meet Sean Bean, which is amusing) and complete it, closing the Oblivion Gates, or just ignore it from the start and do other stuff. The Dark Brotherhood storyline is particularly excellent.

Some of the side-quests are also spectacular. The man who gets lost in a magical painting is a great idea, as is the quest where you're on a floating inn which is hijacked and turns into a medieval fantasy UNDER SIEGE parody.

Overall, it's a strong game, but not as weird as MORROWIND and far more flaky than SKYRIM (it's also not as well-written as either, though frankly even Bethesda at their best suck at writing and characters; fortunately, that's not why you play them).
