Before my magicka depletes. Which is overkill on the weak enemies that I could take out with firebolt or flames, and still not nearly enough on other enemies, lol. My main gripe with is is that it's far too easy to miss with it (and find yourself missing a good chunk of your magicka pool) or to blow up yourself or your companion. Mostly my companion, so I've taken to just using it to start battles against opponents a fair distance a way.
I'm so sad that spell damage doesn't scale in Skyrim

Fireball splash damage doesn't hurt you. Walk up to a wall and blast it; no damage.
