Todd Howard being the man in charge of the game at Bethesda. He made the point that Bethesda and Elder Scrolls were PC founded, and that a vast majority of the creation and testing of the game is being done on PC. He went on to say that the PC version will be the best graphically, have an interface specifically tooled to the PC experience, and be the only way to use the Creation Tools.
They are paying increased attention to how the game will be experienced on the consoles, but they take games for PCs very seriously.
Of course, we'll just have to wait and see how it all shakes out.
