I'm surprised you're having so much trouble. I would have thought that, at 1680, your card would be more than sufficient. Definitely upgrade your drivers to be sure it's not some weird issue.
As to the 5770, the performance upgrade you get for 60 bucks is worth it. We're not talking about a small bump; the 5770 is a MUCH better card. If you don't want to spend the cash, though, then you don't want to spend it, and that's very understandable. Unfortunately there aren't a lot of options in between the 5670 and the 5770. A 5750 would likely be an improvement, but not as much, and that'd still run you $135ish. The 4850 is basically the same card as the 5750 from a performance standpoint, and is cheap at $90-$100, but it doesn't support DX11. I really can't think of anything else that would be an option at this point.
