I've been messing around with a pretty simple build that lets me harass without really killing my economy. I virtually never do 1v1, so my style is biased heavily towards harassment and map control.
I usually do this:
8 lord (used to do 9lord, but the supply block kills)
13 pool
12 extractor
As soon as the extractor finishes (if you've been timing it right, this will be a few seconds after you put down the pool), put three drones on it.
From here of course your choices open up. I usually try to get speedlings and deal with roaches much later, although the new patch makes me want to start using them more. I do:
pump out drones to 14, overlord
More drones
As soon as spawning pool finishes, speed upgrade
queen around 15 or 16

I haven't looked at the numbers (probably should), but it certainly feels fast. I usually am up against four or five marines/zealots when I send in 20 or so speedlings, which means I can really wreck someone's economy if they haven't been careful with their base.
Scouting is of course required for this to work.

Queens CAN work... but you have to do awesome micro, and they're better at defense
