A key part of any job that involves interaction with customers is to be polite and well mannered and she is clearly, intentionally, failing to do this.

In fact, even in a job that doesn't involved customer service (unlike her job, which does) it is a standard expectation that people will act in a polite and courteous manner.

So, not my definition of "failure" but rather your understanding of "service".
