FWIW, I probably wouldn't buy the wall unit organizer right now if you'll resent/regret the expense (that seems less urgent with her not living in the house?) but I'd go through with the bus pass. You can set aside the money for the organizer for when she moves back in, or you can shift the priority list a bit and use the money for something else that makes more sense at the moment?
As in, I've told her I would and it would be mean and petty to go back on my word.
She does need it where she is and she has no other way of getting it. Making her wait until she can afford it just seems mean and petty, particularly as that could be quite awhile.
If she asks me for money to help cover her rent though the answer is going to be a flat out 'no'.
