Obscenity is always a reasonable limit on free speech regardless of age. Wearing a tuxedo is not "obscene" by any standard, even if it is a girl who is wearing it. Additionally, the issue is not with dress codes - the girl was not planning on arriving in a bikini. She was choosing one of the two predetermined options for clothing.
