You overstate the scope of the problem.

Furthermore, all of the tax havens that you can invest money in safely are fully cooperating with the US IRS. BVI, Caymans, Bahamas, Jersey, Guernsey, Isle of Man, Labuan, etc.

Monaco and Andorra are so distrusted now that banks will *not* accept wire transfers from them, or will freeze them if they get them. So, if you're a US citizen with a bank account in Andorra, it will just sit there, useless to you, unless you fly to Andorra and take out cash, and then you'll have to declare the cash when you cross the border.

As I said before, you really don't know what you're talking about.
