It isn't focused on Twitter (well, a little bit towards the end). There is a very interesting aside on Trollope's fears on inventing the post-box (it might undermine the family: one would completely lose control of one's women).
I am not sure I am happy with the internet as the new incarnation of the vox populi, either. I think anyone who has accidentally read the comments section on youtube will find that a rather disturbing idea.
