That depends on the animal and the amount of abuse. I would never send someone to jail for something he does to animals, but of course severe cases should get punished one way or another. Don't get me wrong, I love most animals, but as I said, humans come first, as long as they act reasonably.
And a man climbing into a bear exhibit is acting reasonably how?
Don't get me wrong, I agree that they should try to rescue him, but that doesn't stop me feeling awful for the bear. For the same reasons Celia lined out.
