all i know is the result was lots of little bits of metal that made it dangerous for the veterinarians to do surgery on the bear.
I just don't understand why the hell a tranq gun wasn't available/used. The only reason I can think of why it wouldn't was if for some strange reason the police were closer to the bear than a keeper, vet, or available tranq. Which doesn't make sense to me unless the zoo has in-house policemen patrolling.

Ahh, gotcha. I hadn't really heard them called fragmentation bullets before. I guess it's just an example of the news people dumbing terms down as much as possible for their articles.
As for the rest, that's exactly what I thought as well. It makes no sense to me why a police officer would be there before the zookepers. And if they had an inhouse policeman, then why did he not either carry a tranquilizer gun, or have easy access to one? The situation just kinda stinks and seems like it really should have been avoidable if people had been doing their jobs properly.
Idiots at Zoos make me feel bad for the animals.

By fragmentation bullets do you mean hollow points?

Doubt it. Frangible ammunition shatters to spread out. Hollow point expands to make 1 big hole

So a situation that is "fun" for a bear but leaves a person dead is better than both surviving?

It would have been a real shame if the policeman had "missed" once. *NM*
