No, I was right. What's more, not only will there not be an election (or, well, there will be an election among the members of the European Council, i.e. the heads of government of the member states), but the European Parliament won't even have the authority to confirm or reject the result, as they do have for the President of the Commission (although until the recent debate about whether to accept Barroso for a second term, that confirmation has mostly been a formality).
