The Constitution stated what the Federal government was empowered to do and just as clearly said that anything not specifically delegated to the central government was to be owned by the individual states. To the authors, that was perfectly clear and needed no embellishment.
Once you start spelling out what exactly is meant by the above via amendments, you are on the road to the Talmud.
