This was in the news today. I haven't actually seen the video myself but if this is the case it strikes me as very shocking.

I know there has been a lot of rhetoric back and forth but for a sovereign government to release an instructional video teaching it's citizens to break the laws of a neighbouring sovereign nation seems like something that could almost be seen as an act of war.

Has anyone seen this video? Is it real and as described? If so what does this mean and what should the responce be if any?


I hadn't seen anything about videos, but I remember years ago reading about pamphlets they'd give out to their citizens advising them on how to game the law enforcement systems and best methods for crossing.
