From what I've seen, which admittedly wasn't that much, the hints that this had something to do with anti-Clinton elements in the FBI weren't about Comey himself, but rather others who briefed him to the point where he either had to send that letter, or risk being accused even more of being biased towards Clinton. Waiting until after the election obviously would've been just as bad or worse.
So, uh, it turns out H. Clinton is NOT being charged by the FBI after all, huh?
