I loved how the article said '... and nearly triple the capital gains tax' and by the time you got that far, that wasn't even the craziest part anymore.

What's insane about this election, on both sides, is not only some candidates themselves - yes, Trump as much or more than Sanders - but also how suddenly huge numbers of people are voting for people with ideas that are so far away from their party's mainstream, and from their party's representatives in Congress, that they might as well be from a different planet. It will be interesting to see how much, if any, of that proves to be a long-term change of heart which sooner or later will appear in Congress as well. Both Trump and Sanders would look much less outlandish in Europe (or in Trump's case, at least his policies, to the extent he has any, would seem to fit better in a European populist right party), but are American politics really moving in that direction, or is it just a fluke? Hard to say.
