If we forgive bad behavior when it is revealed because we assume everyone else is doing then we ensure that we are correct and everyone else will be doing since there are no consequences. Nixon didn't do anything Johnson and Kennedy didn't do but was forced to resign when he was caught. That changed the way presidents behaved but if had gotten away with then it would have changed nothing.

If Watergate happened today, it would be legal under the Patriot Act.
