I don't see get-the-vote out pushes by Democrats into poor white areas like Appalachia. Probably because they know those same poor whites would turn around and vote conservative. If you think Democrats push registering minorities out of the goodness of your heart then you are very naive. Both parties probably prefer smaller voter turnouts as it allows them to target niche groups who will vote for each party's ideals without actually having to convince non-party voters why he or she should be elected.
there is no question that specific demographics favor specific party ideologies, but there is also no question that it's only republican politicians pushing voter ID laws designed to suppress the votes of democratic voters. there are absolutely zero democratic controlled states where similar ID laws are either proposed or enacted. again, it's not about catering to a preferred base, it's about whether or not people should be allowed to vote regardless of party preference or identity. and all of the ID laws enacted with the exception of Indiana are designed to specifically exclude only one party's base voters.
