You have to be careful getting too comfortable using the "our disproportionate response is their fault" line. I won't push you on that, because I've never had the fear of a rocket landing on my house - I know it must be petrifying, even if it's just one and it's small. HOWEVER, this is the same sort of thing the states told itself re: Indians. A few settlers would die, and we would push the govt for a reaction, which generally resulted in an attack by our better-equipped armies. Which ultimately resulted in the marginalization of an entire race of people.
Regardless of what I'm sure is a very real feeling of fear among the Israelis, the response IS disproportionate, and it's completely fair to point that out and expect changes.
