IIRC, that was nothing more than a campaign promise or a proposal, not any sort of actual policy or legitimate commitment on behalf of the government.
4. It would be a disaster. Chappelle's comedy sketch may be a bit extreme, but giving money to people in poverty with little experience managing money is almost a cruel thing to do. It would create cottage industries of scammers and con artists in inner-city areas. In this hypothetical, again, the people who need the money the least would benefit the most.

That's pretty much the de facto state of affairs anyway, with Jackson, Sharpton and their ilk stirring up racial friction primarily in order to maintain their status as the spokesmen for all blacks, and thus their own power and influence. No spokesman for any other special interest group would have the presidential nominees of a major party kissing his ring after being caught buying drugs on tape, or their involvement in such criminal behavior as the Tawana Brawley scam or the anti-semetic riots that killed Yankel Rosenbaum. With scum like this manipulating racial tensions to accrue status and financial gain, I find it almost impossible to believe they would not interpose themselves in the distribution process, much less walk away with a disproportionate chunk of the proceeds.
