I am talking about wars or violent insurrections. Oppressive governments exist everywhere, from Cuba to China. However, China is not a "violent" place to live. It's peaceful. Most Chinese don't appreciate the heavy hand of the government, but they also don't feel that they live in a Hellish police state, either. North Korea is really the only place where the state is systematically crushing its people with a totalitarian mindset, but even then, it's not like you're prone to being blown up while walking down the street, or that your family will be kidnapped by extremists and shot.
Aside from FARC in Colombia or the violence around the Congolese Civil War, there is really no place where you're likely to be the victim of organized violence outside the Islamic world. Even Mexico, which is experiencing a high level of drug violence, is mostly dangerous for the people involved in the cartels. There have been some exceptions, yes.
