In looney left land such theories might sound great but in the real world it will force democrats in congress to either support him and vote for an unpopular action or turn him down and make it look like his military actions are not even supported by his own party. Go ask David Cameron how that works. In the end he will either have to act against the will of congress or setback and accept their authority. This has lose written allover it for Obama.

Now of course his most rock solid fan base, the media, will carry water for him and that will help but they are not much more popular or trusted than congress these days.
"I think it's at least 50/50 whether the House will vote down involvement in the Syrian war. I think the Senate will rubber stamp what Obama wants but I think the House will be a much closer vote."—Sen. Rand Paul (R-KY), in an interview on Meet the Press. My only disagreement is that if Obama goes for a joint resolution (constitutionally optional; the Founders were not stupid enough to require an asylum like the House weigh in whether to wage war) the vote will not be at all close.

You can't effectively bomb Chemical and biological weapons stockpiles without using a nuke.

Unsure; I like the War Powers Resolution approach, though I am unsure of its constitutionality.
