It made states allowing same sex marriage less scary for the majority who at that time opposed it and stopped more radical actions. It is very similar to Don’t Ask Don’t Tell. Most people forget that DADT is not what banned gays from the military and instead was designed to protect them from being forced to commit perjury and was meant as way for them to serve without fear of criminal prosecution.

Just so they can crash and burn, and get the formal repudiation they deserve. Clintons whole "I signed the DOMA to prevent a constitutional amendment, not because I opposed gay marriage" evasion was just that, and nothing more; pretty transparent, too.
