I'm not widely read in science fiction literature, but I have to assume there are authors who treat the subject with this sort of lens. I certainly hope there are, because I can easily see great stories coming from it. It makes me wonder why tv and movies don't go in that direction more often. I suppose it's because there isn't as much room for space dogfights and lasers. But it's absolutely ripe for sci-fi-driven character drama. And if there were independent habitations that contained their own internal governments, the possibilities for political exploration are endless.
