“It’s ironic that the first time in four years the Senate passes a budget, and the administration has yet to even deliver one,” [Alex] Brill said.

2013 - 4 = 2009 which i'm pretty sure is still from obama's first two years in office since he took the first inauguration oath in 2009. the big problem is that Congress is not required to pass a budget at all, so your complaints about continuing resolutions rather than budgets doesn't make any sense to me. the whole point of the CRs is to keep the government running, and even with new programs/funding obligations, the vast majority of the time it's just a process of amending the numbers from last session and repackaging it as a new bill. the only times a budget should be completely passed from scratch would be if the tax code were remade, or if the government got reorganized into completely brand new departments. otherwise it's sufficient to keep it funded with CRs.

for the record, i find a lot of obama's lack of leadership (like delaying a budget) galling, especially since i take the budget debate kind of personally as it directly affects my livelihood. also, whether you subscribe to any party or not, some of the ways you present your arguments sound like they are lifted directly from fox news talking points. we've butted heads enough times for me to know they are not your only news source but i get the impression they are your primary source.

You are correct, I missed the Senate finally passing a budget (with a ridiculous 1 trillion dollar tax hike that still could not balance) 2 weeks ago.

However you are wrong on just about everything else you claimed. There is a major difference between a budget (which was passed every year of GWB's presidency, even with a Democrats controlling the House for 2 years, and Senate for 4 years) and the continuing spending resolutions that have been floating the federal government for the last 4 years. Especially egregious is them not even trying to pass a budget for the first 2 terms when the Dems could pass ANYTHING they wanted, but preferred to pass a bunch of continuing resolutions (keeping the money from the supposed one-time expenditure of the bailout in place)in a pathetic attempt to hide the complete fiscal stupidity they were engaging in.

BTW, I'm not a big fan of GWB and disagreed with many of his policies, so you can take your "right-wing" name calling crap and choke on it. I am a realist, and fit in no wing.

News articles from both left and right leaning publications:

http://www.washingtonpost.com/blogs/the-fix/wp/2013/01/22/why-senate-democrats-havent-passed-a-budget/

http://www.washingtontimes.com/news/2013/mar/27/white-houses-2014-budget-be-tardiest-obamas-presid/

The articles are also interesting for the little tidbits that completely refute your allegations about Bush not submitting budgets or the Senate not passing one since 1997 (and why the current Senate hasn't). It also correct a misstatement of mine by pointing out that Obama did in fact submit 1 budget proposal on time shortly after he cam in office, not that it was actually enacted, or even voted on, in either house.
