You are correct in that the white house does not pass a budget (the President only signs or vetoes what is passed by Congress). However, the executive branch is required by law to submit a budget proposal by a specific date each year, a requirement that this admisistration has NEVER met. To date, no budget has been passed since Obama was elected, including the first 2 years of his administration when his party controlled both houses of Congress. For that matter, they didn't even try to pass one. Every year since the Republicans took back control of the House a budget has been passed by the house of Representatives, though no budget has been passed by the Democrat controlled Senate. The only budgets that have even been brought to the floor for a vote have been the ones submitted by the president (late though they were) and have been resoundingly voted down by that body (I think the closest any of his budgets came to passing was when 1 vote in favor of it was cast).

When it comes to the economy of this nation, the Executive branch has been completely AWOL, preferring to play PR games to actually addressing and posibly fixing the problems.
You can like their budgets or not, but at least the House Republicans have done their job, unlike the Senate or the White House.
