The author has information that they want to transmit. Sometimes they do that through implication, sometimes not. The reader reads what the author wrote, and sometimes they think the author is implying something even when they are not. So the question for the reader then becomes did the author want to imply this or didn't they?
Edit: In the case where the reader thinks there is an implication but the author never intended there to be an implication. It could be do to poor writing on the part of the author or that the reader is making the implication freely within themselves.
