Bizarre point anyway, since we're discussing voluntary, it's not like sticking on a clause 'Teachers who wish to carry firearms on school grounds must submit to a background check and obtain a concealed permit' is some sort of massive hurdle. I doubt either party or the unions would freak out about a voluntary background check for those who want to carry a gun on school grounds.
