I notice that no one even really sees North Carolina as a toss-up - Obama won by a couple thousand votes and no one expects him to come anywhere near the turnout that he got in 2008. I think that Virginia is probably the same.
If I were Romney I'd be hitting Iowa and Nevada hard in addition to Ohio. If I were Obama I don't think I'd try wasting money or time in Virginia or Florida, instead targeting just Ohio, Iowa, Colorado and Nevada.

But it's like a 40% shot sort of deal; worth some investment, but not as much as the states you list, about all of which I think are more likely to vote Obama than Romney as a whole.
