The house writes the budget, not the President. The Executive branch sends a "budget" to the House. The House reads it, if they want to, and then crafts the budget it wants. It then goes to the Senate who either passes it, or modifies it for passage. The budget then goes to a reconciliation committee (made up of Senators and Congressmen) who resolve a final comprehensive version that may or may not have to be voted upon by both houses of Congress. It then goes to the President who can either sign it, or veto it; he can NOT change it.
In short, the President asks/suggests, Congress writes it. The President only gets to either accept it or refuse it.
NOW, if you want to analyze the parties and deficits, you really have to look at the House of Representatives where the budget is actually written. There have been exactly 12 "balanced" budgets in the last 70+ years. 6 were written by Dems, and 6 by Republicans. HOWEVER, the Democratic party has controlled the House 78% of the time.
Furthermore the amount of the Deficit that has been run up by a Democrat controlled house is in excess of 8 Trillion compared to about 3 Trillion for the Republicans. The Senate (72% Dem control)is even worse with almost 10 Trillion for the Democrats, with only a little less than 2 Trillion for the Republicans. When the Dems have controlled both houses they have run up over 7 trillion dollars of debt, while when in the same circumstances the Republicans have only ran up about 700 billion. When the Dems controlled Congress and the White House they have amassed about 5 Trillion while the Republicans have only run up 1 when they had control of everything.
Those are cold hard facts. The fiscal (spending) policy of the Democrat party has been a disaster since the 1940s.
