Think back to the time period when military integration was first instituted. There were some really serious, legitimate concerns that problems might occur: violence, a lack of cohesion, things of that nature. With women aboard ships, you deal with similar fears (rape is sexual violence, and the personal dynamics are the other big issue).
The main difference is that with racial segregation, there was a hope that the antagonism would begin to phase out after a while. But remember, at the time it was only a hope, not a guarantee.
I agree with Celia on this issue 100%. It might not work, but it's certainly worth investigating further. (By the way, are there other countries that have already implemented such a policy?)
