Those are toothless examples, no bite to them and old news so no shock value aspect

... I'm kind of curious why he hasn't just released everything. Not doing so suggests that there's something in there that his campaign feels would be more damaging than the unproven perception that he's hiding something. I mean, I dunno, but after all the fuss, why wouldn't he just release them? It's strange enough to make me mildly curious, anyway.
An example of something totally legal and ethical that could get someone into trouble politically would be Obama investing in a Coal Mine or Romney in a Solar Start Up. The left is just fishing, there's always a chance in someone with as much investment as Romney has of some tax error but more there's a chance of a legal action that might be turned into a political issue.
For example, we already have multiple signatures of his on documents where Bain purchased and ran a company which disposed of abortion remains, but that's neither here nor there.
Stericycle disposes of 'medical waste', blood, needles, presumably amputated limbs, etc. It never gained traction because it was silly and the people pushing it assume most pro-lifers are drooling fanatics, if one starts by assuming the opposition are irrational morons, one's tactics tend to suck. I'm not terribly fond of illegal needle drugs but I'd bet Stericycle has disposed of a lot of them too, for that matter I love cats but I am not going to throw a fit at the guy who owns the company that pickups dead roadkill. Hence it never stirred much anger.
Personal guess is that he's one of the many super-rich who ended up getting amnesty in....'09, I think it was, for disclosing an illegal offshore account. I do think it's kinda sad that the sanitized to look good year only had an effective tax of 13%, but that's neither here nor there.
Key word there: 'guess', I personally guess that Obama finds his transcripts embarrassing and thus doesn't release them, my guess is either he did worse overall grade-wise then his 'professor' image could bear, or he took a class someone is worried would hurt his image, either by content or actual grade. I can say, with great confidence but not certainty, that he sees no advantage to releasing them and the same for Romney... what I can't do is say - with any credibility anyway - 'my guess is Obama took econ and got a C and took a course on Marxism and Communist Theory and got an A', because that's called wild-ass speculation and rumor-mongering.
The intuitive mind is a sacred gift and the rational mind is a faithful servant. We have created a society that honors the servant and has forgotten the gift.

I think the reasoning is that since they go to entitlement programs, it's not entirely a tax.

Does that mean the correct number is that 27.6%?

That is correct - some folks have such negative income taxes, it offsets payroll as well.

The stat is valid, because of tax credits the GOP created/expanded for the overtaxed middle class.
