I really believe (and I could be wrong) that he is talking about the people who game food stamps, and the people who sit on their ass and do nothing and claim disability (the character of Janice on the Sopranos being a sadly too common sort of person these days), and people who abuse the EITC. The problem is that this abuse is spreading.
The alternative Romney is proposing is not to end unemployment insurance, or food stamps, or welfare, or any other program (well, except ObamaCare). What he proposes is to make sure that they're not being abused. There are ways to do it - look at what we did to fix welfare in 1994.
As I said, I think it was a bad statement to make, but I don't think that the intent was to shame Americans who are in need, but rather, to point out that Romney isn't going to get the votes of those who are using the system.
