I am a BIT curious whether he took the IRS amnesty for tax dodging in 2009.

In case you were unaware, that is one of the more popular explanations for why he will not release them, even though he had n0 problem doing so in 2008: Because in 2009 the US finally got Switzerland to let the IRS know the owners and contents of Swiss bank accounts, and the revelations were so devastating they offered multi-decade tax dodgers an amnesty for delinquent taxes.
Speaking of Romneys taxes, even the single year he HAS released (2010) is incomplete, because it lacks a Report of Foreign Bank and Financial Accounts (FBAR.) I mention this not (primarily) to dog on Romney, but because you should be aware of that form if you are not yet. It is a form the IRS requires all Americans to file for any foreign bank accounts with a balance >$50,000. I found out about it a while back when I read an article about a woman who lived in Sweden for years, blissfully unaware of the FBAR requirement, but sought to rectify the problem when she learned of it. After she notified the IRS they notified HER that she owed them millions of dollars in penalties and interest, equal to her annual income for the next 20 years.
So, um, y'know, be aware if you were not already. And lemme know if you see a 2010 Romney FBAR for his Swiss and Cayman accounts.

I think the reasoning is that since they go to entitlement programs, it's not entirely a tax.

Does that mean the correct number is that 27.6%?

That is correct - some folks have such negative income taxes, it offsets payroll as well.

The stat is valid, because of tax credits the GOP created/expanded for the overtaxed middle class.
