He has a known record of bullying riders who irritate him or hinder him, you mean. You're making it sound as if he was on an anti-anti-doping crusade.
Not just riders - journalists and publishers as well. He was motivated by self interest but the effect is the same - he did far more to damage the fight against doping in cycling than any other rider and by some considerable distance in my opinion.
That's just ridiculous. Even if you take it for granted that he did take doping, as you do, that paragraph is plain ridiculous. Both the notion of him "fighting hard to keep cycling dirty" and the notion of him somehow being all-powerful to ruin careers of people.
