Technically I think it takes six deaths to be a mass shooting.

In addition, one of the two dead was the shooter, and the other was not a random victim, but someone the shooter knew and was angry at (it sounds as though the shooter was fired from a job a while back after altercations with the victim, so the shooter came back months later with a gun). The shooter injured others with the attack, thankfully not killing any of them (and some of the wounded bystanders may have been hit by police accidentally when the police killed the shooter, from what I've read), but I don't think this meets the qualification of "mass shooting" either in scope or in scale.
Still sad, of course, and unfortunate while at the same time lucky that no one else was killed. But more of an individual homicide gone out of control than a mass shooting or even an attempted mass shooting, from the sound of it.
