His actions seem pretty insane to me.
Reviewing in 21 years seems pretty sensible to me, 21 years is a long time and they're not just going to turn him loose on to the streets if he is still a threat.
For the defence, he thinks his actions are perfectly sane and in fact the only sane option he had. So regardless of what anyone else thinks, that is his call... and shows to me that he is insane.
