This started from the banning of video taping things happening in public

So if there is such a ban, then that violates the freedom of everyone who isn't a cop, and gives the cops opportunities to abuse their powers. To address this and prevent such abuses, I suggested putting cameras on the cops. That way, the public wouldn't be able to make the propaganda videos that they do, and police are still held accountable. It was the solution I offered as the best out of various evils.
Ideally, I think such cameras are unnecessary, and the public should be allowed to video tape whatever they like in public and do whatever they like with it afterward. If lots of people use that power to create videos that they post on youtube that reflect poorly on cops, then that means that all of those people, and all the people supporting those videos, are ones that would have been against cops in the first place, so nothing is really being altered. I guarantee you that there were plenty of people who saw the video of the cop spraying college kids and didn't rage against the injustice and abuse of power, but instead laughed and thought "good job!" I know because I was one of them, so no matter what videos are posted or not posted, there will always be people that think cops are evil, that think cops are great, that think protestors are stupid, that think protestors are great, etc. No one is really going to be convinced by anything.
And if you're unhappy with videos that are made legally, and that are then modified, then the solution isn't to ban the taking of videos or to support the banning of videotaping, because that erodes at the rights that you seem to so strongly support. Instead what you should be doing is making your own videos that portray cops or protestors in the opposite light, or at least engaged in some other form of dialogue with people to add your voice to the public opinion you agree with.

Yes and no; in many cases they can and do turn off the cameras when it suits them.
