"Chaotic Insane," as I like to call it. What is it you find confusing though? Cain is doing the "I am role playing singles bar carousing 'cos I cannot do it in real life" schtick, Paul does not value any treasure except gold, and Perry is a classic (over)power gaming munchkin never happy unless he his character is a demigod (as Gingrich rightly notes.) I only played AD&D 4th edition one time, but have heard rumors its design suffers from WotCs lust for increasingly abundant console gamers with no grasp of role play. That can easily reduce a "character" to little more than a paper Xbox controller listing a set of special abilities activated by saying, "I do x," instead of pressing a certain combination of buttons.

200+8,310+2,000+16,000=26,500 in 3.5, a normal 3rd level character should have 2,700 or 1/10th that *NM*

Exactly. Even divided amongst the three players there shouldn't be stuff that valuable that early.
